A divider can still be assigned to a step and have a visibility rule. Use the same rule as the section the line belongs to, so a stray line is not left behind when the content is hidden.
Use spacing and headings as your primary structure. Too many lines make the card feel visually heavy. Inside a Repeater, a line can separate rows, but check that no redundant line appears after the last row.
